He started his school life in Lucknow, British India. He completed his primary and secondary education from there. He went to Sultan ul Madaris, Lucknow. He went to Lucknow to study at La Martiniere Boys’ College. He completed his graduation from Muir Central College, Allahabad, Later he went to New College, Oxford where he completed his MA and D.Phill( Doctor of Philosophy.

He stayed at many positions during his life. He was appointed as the 12th Ambassador to the Soviet Union. He was also appointed as the 12th Governor of West Bengal. Then he was appointed as the 32nd Governor of Odisha in 1988. He was again appointed as the Governor of West Bengal in 1990. In 1993 he took charge as the 34th Governor of Odisha.

He died on 12 July 1993 in Calcutta, West Bengal, India. He died due to Kidney failure ( end-stage kidney disease)
